Our Explanation
This initiative would allow for statutes to be written to regulate the legalizing of Internet sports betting with the implied intent of creating revenue to help with decreasing property tax.
Nebraska already allows some types of gambling and lays out how the revenue is to be spent. Of that gaming tax collected, 70% goes to the Property Tax Credit Cash Fund, 2.5% goes to the state’s general fund and another 2.5% goes to a fund that provides resources to help compulsive gamblers. The cities and counties where the casinos are located split the remaining 25% of the gaming tax.
Other regulations, for example, defining "authorized gaming operator" would need to be established.
Those who support this initiative want the income to go as intended into helping decrease property tax.
Those who oppose 440 and therefore 441 point out the massive loss by gamblers necessary to create much income. One estimate points to a $50 savings on property tax for someone who pays $8000. Establishing a method of administrating and regulating necessarily creates either more government entities requiring salaries or increases the workload for existing workers.
