School formula

After a cap was set on what local schools could get from property tax, the state provides money to the school districts according to a school formula.  Simplistically the formula takes the number of students in a district, multiplies it by a per student amount, then subtracts the assessed value of the properties in the district.  If the per student product is more than the value of the properties, the state will provide that difference to the school district.
